Have you ever been able to load live chat up?
Sometimes if I have been in live chat but close that window and then try to re-enter I can't. Logging out and then logging in again fixes this problem for me.
If this is not the problem I don't know.
On your Internet explorer what are your settings for security and privacy? Sometimes when these are set high or very high it blocks access to sites like hotmail and yahoo. MIght be the case here I don't know?
Live chart works for me btw.
