There is an executive order signed by Regan establishing the PPT , Greenspan is a member of the PPT as are Goldman Sacks etc.. Google plunge Pro... team to find it.
The way I see it, it's an eco-system big fish eat the little fish who eat the planktain and every so often a boat [PPT] comes along and gets the big fish.
