Yes, here it is!
My browser is Internet Explorer 6.0.

Tools -> Internet Options -> Advanced folder
Under the "Exploration" section there is an entry called:
"Underline link"

Here you can chose if links must be underlined or not, or by passing mouse over.

Sorry but my version is in Italian, so I don't know if I've translated it correctly!
