It was definitely a sell. The trade is in the direction of the fastMA. Like I said the new system is a modification of the old system. Just the entry point has been modified.
Let me try to explain the +15 above below rule. Looking at the trade you highlighted. Basically as you have pointed out the PARSAR was 7pips below slowMA. The slowMA at that point was .7674 so as along as the PARSAR was not below .7659 you have a sell trade.
The main thing to remember is that you are trading in the direction of the fastMA.
